Here's a very interesting article on the U.S. nuclear weapons policy, written by Robert McNamara, former secretary of defense. Turns out, the procedures for launching a nuclear warhead haven't changed since the time of the cold war, and if it appears that an enemy has launched an attack, the president could have a nuclear counter-attack launched within 20 minutes. An interesting concept that though it takes congressional approval to delcare war, it only takes an individual to launch weapons of such magnitude. It also brings to light the contradictory stance of the U.S. as a part of the Nuclear Non-Proliferation Treaty, while still relying on nuclear arms as a foreign policy tool.
